DUTIES AND RESPONSIBILITIES

The Consultant will carry out the following tasks:

Planning :

  • Participate in the elaboration of the Project’s PTBA and set up a reliable and realistic activity planning;
  • Elaborate and implement the technical and financial planning of the project’s Fisheries and Blue Economy activities in close collaboration with the sectoral Ministry.

Technical support :

  • Coordinate the activities of the Fisheries sector in close collaboration with the implementing partner Ministry;
  • Ensure synergy of Valet activities with other Project sectors and supervise technical aspects;
  • Ensure the preparation, review and quality of technical documents;
    Facilitate workshops, meetings, missions, etc.

Follow-up evaluation :

  • Ensure the achievement of project results and close monitoring of the implementation of activity schedules;Organize periodic monitoring meetings and keep activity data up to date;
  • Monitor the progress of beneficiaries and the sustainability of activities;Prepare and submit progress reports to the sector Ministry, the National Coordinator of the Project Management Unit and the World Bank team;
  • Ensure that contracts with service providers are duly executed;
    Participate in field monitoring missions and in the preparation of periodic project reports;
  • Ensure the follow-up and execution of decisions relating to the sector’s activities.

    Contract awarding :

    • Be constantly updated on the status of files being processed and ensure follow-up in the event of delays;
    • Participate in the elaboration of the ToR and in the different processes in terms of procurement of the

    Communication:

    • Represent the fishing sector for the Project and participate in Project visibility actions;
    • Participate in Project visibility actions and ensure fluid exchange with key partners.

      RESEARCH PROFILE

      • Holder of a diploma of at least Bac+5 in Halieutic Sciences or Agronomy or related discipline;
        At least five (05) years of experience in the field of fisheries and the blue economy;
      • Five (05) years of experience in the management and implementation of projects financed by bilateral or multilateral donors;
        Hands-on experience of (02) successful projects with good expression and writing skills in French and Malagasy;
      • Proficiency in Excel, PowerPoint and Word;
        Knowledge of local dialects and English (an asset);
      • Ability to lead team workshops and training sessions;
        Ability to analyze and synthesize,
        the Ministere de la Peche et de l’Economie bleue;
      • Good knowledge of the actors of the Peche et de l’Economie at central and local levels;
      • Strong organizational skills, initiative and autonomy;
        Ability to coordinate;
      • negotiation and communication skills.
