VARUNA is a regional initiative of the AFD Group that aims to preserve the biodiversity hotspot by federating a coalition of development partners (institutions, practitioners, academics, private sector, market and non-market) invested in the preservation of biological diversity in the area.

VARUNA's ambition is to become the "umbrella brand" for the actions of AFD Group and its development partners working to promote biodiversity in the Indian Ocean. The approach is intended to be a medium to long term program (10-15 years) with the first funding provided by AFD in 2021 and a mandate given to Expertise France to coordinate and operate the program.

After ten months of prefiguration including more than 100 actors in the region and taking into account the projects already underway, a first phase of four years has been formulated. This phase is organized around three axes:

Component 1: Structuring networks of regional actors to encourage coordinated efforts to preserve biodiversity;
Component 2: Support local economic initiatives in favor of biodiversity;
Component 3: Encourage the contribution of research to public policy dialogues and citizens;
The program is financed with 10M€ for 4 years (2022-2025). It covers Madagascar, Mauritius, the Union of Comoros, the French Overseas Departments and Collectivities of the Indian Ocean (DCOM) and the Seychelles. 

Phase 1 of VARUNA aims to mobilize additional funds, in particular to expand the geographical scope of intervention (Indo-Pacific axis).

Varuna's activities will progressively involve other biodiversity hotspot actors.

The VARUNA project team is located in Madagascar.


Reporting to the Project Manager, he/she will be in charge of the launch and follow-up of a call for projects and the management of the grants of its winners and partners. He/she will be responsible for managing all administrative and financial aspects of the call for projects and grants within the program. His/her duties will be divided into various aspects:

Management of the call for projects: launch and follow-up of the call for projects, support to the identification phase, preparation of the call for projects, publication, opening of offers and administrative management of key documents.

Follow-up on the implementation of grant contracts:  Development of an action plan with Project Owners and partners, ensuring that beneficiaries understand the transfer of responsibility (implementation and financial), facilitation of training and coaching workshops; Support if needed on the expertise of the project team, verification of the quality of expected deliverables, point of contact with Project Owners and partners, development and updating of management charts, monitoring of the administrative management of contracts, verification of the conformity of the expenditures of the grants awarded, contribution in the organization and monitoring of evaluation field missions or audits, deployment of the monitoring-evaluation plan, guarantor of the quality control of the data collected, contribution to the capitalization and communication


Program extending to December 31, 2025

Required profile

  • Minimum of 4 years of higher education in project management, political science, international development, humanitarian studies, public administration, or any other relevant field;
  • At least 5 years of experience in a similar position including the preparation and follow-up of multiple grant applications in the international cooperation sector on projects of similar scope; 
  • Knowledge of the audit processes of the main donors including AFD and proven ability to ensure quality financial and administrative follow-up;
  • Knowledge of financial and accounting management software;
  • Fluency in written and spoken French; fluency in English would be an asset.
  • Ability to organize, coordinate, analyze and synthesize;
  • Ability to work on complex, multi-stakeholder, multi-country programs;
  • Pedagogy;
  • Professionalism and sense of confidentiality;
  • Team spirit;
  • Initiative and autonomy;
  • Appetence for the sustainable development sector and knowledge of the business world;
  • Relational and communication skills; 
  • Ability to communicate effectively with different stakeholders.
