DUTIES AND RESPONSIBILITIES

His/her main mission will be to ensure the planning, steering, monitoring, reporting and valorization of the project’s activities. His/her main responsibilities are as follows:

 

On the technical front :

  • Draw up the planning documents required for project implementation and submit them to the relevant authorities for approval;
  • Ensure the proper execution of the work program within the deadlines of the scheduled activities;
  • Supervise the implementation of procurement procedures;
  • Ensure coordination between stakeholders by organizing and/or participating in information, coordination and awareness-raising meetings, and draft the corresponding reports;
  • Conceptualize the tools needed to ensure effective monitoring of project indicators;
  • Carry out periodic field supervision missions.

Reporting:

  • Ensure the proper use of funds and the adequacy of the budget presentation format in accordance with AFD and EU requirements;
  • Draw up a periodic report on financing activities, and an annual report on the budgets of AFD stakeholders;
  • Where appropriate, prepare audits that may be carried out by AFD and the EU.
    Support the ex-post control of the annual audits as well as the final external evaluation of the project;
  • Be identified and act as focal point within the AFD agency;
    In liaison with the project team, propose in activity reports possible improvements to the project/programme.

On the communication plan :

  • Support the definition of the project communication plan and its implementation;
  • Organize, prepare and participate in regular meetings with AFD and DUE in order to facilitate information monitoring on the status of program activities.

RESEARCH PROFILE

  • Master II in Public Health or equivalent Sciences;
  • Good knowledge of the expectations and tools of social, health economics, etc. …); communication in the context of the management of a development project; Professional experience of at least 05 years in the management of a delegation of funds;
  • Excellent command of spoken and written French imperative;
  • Advanced knowledge of procurement;
  • Excellent drafting skills;
    Proven experience in project management with international funding agencies, notably AFD and the European Union; Mastery of standard IT tools; Sense of organization, rigor and initiative;
  • Experience in managing infrastructure and works projects would be an asset;
    Experience in project monitoring and evaluation would be an asset.
